How many members can be present in a group in HSRP?
Maximum no. of HSRP Groups = 16
Maximum no. of Layer 3 devices or members in a single HSRP group = 16
Total no. of Layer 3 devices = 16 X 16 = 256
Recommended maximum no. of Layer 3 devices, in total is not 256, it is 64.

HSRP is running. Only one standby group is created. Two routers R1 & R2 in the group. Preempt is enabled on both.
R1 is Active(Priority: 100), R2 is Standby(Priority: 150)
In normal scenario, R1 and R2 both are working fine
New router, R3 becomes member of the same group. R3 :Preempt enabled.R3: (Priority:200)
So, what will happen? R3 will replace R1 and becomes Active itself
This will make R1 Flap or R3 will wait till R1 goes down
R1 is Active and R2 is standby.
